In TitanCMS there are different Roles. There are system defined groups that should not be deleted and can provide different rights in the workstation. There are workflow roles to use to assign to individuals or groups for creating & approving items. With v6.2 there is now a flag on user accounts to enable workstation access or not.
No Workflow saved items are immediately available on the website. When you Save or Publish, there will not be a Yellow Save indicator or a Publish bubble indicator since using either save or publish will result as item publshed.
Author saves and publish is still needed to make page live. *There is no assigned approval process so anyone with permission to that page, including author can complete the publish process.

The workflow process allows for rejecting a page. The editor may add notes regarding what the author should change.
The PQLDefaultSetting is a legacy setting - only used for workflow email notifications.
The Dashboard widget "Pages: Awaiting Review" will be a list of an Author's pages awaiting an editor to review, when workflow is configured.
The Dashboard widget "Pages Needing Review" will be a list of pages for the logged in user (Editor) who will be editing pages for authors, when workflow is configured.
